In 2000, the United States Environmental Protection Agency (EPA)
and the German Federal Ministry of Education and Research
(Bundesministerium Für Bildung und Forschung [BMBF]) continued an
ongoing partnership to gain an understanding of each other's approach
to the cleanup of chemical contamination in order to protect human
health and the environment. The Interstate Technology and Regulatory
Council (ITRC) is also partnering with EPA in this effort. One
product the U.S.-German Bilateral Working Group is developing is
SMARTe (Sustainable Management Approaches and Revitalization Tools –
electronic). SMARTe has been funded in part by the United States
Environmental Protection Agency under contracts 68-C-00-181 and
EP-C-05-061 to Tetra Tech EMI, and under contract 68-C-03-032 to
Neptune and Company Inc. under Task Order Manager and Program Manager,
Ann Vega (513-569-7635). It has been subjected to the Agency’s review,
and it has been approved for public use. Mention of trade names or
commercial products does not constitute endorsement or recommendation
for use.
The BMBF and the ITRC provided “model projects” (projects that
were successful in at least one aspect of revitalization). Information
collected from these model projects constitutes a significant portion
of the content in SMARTe.
The content of SMARTe is made up of a series of sections for
which there are expert authors and contributors. SMARTe would not be
