Timeline of Events

A complicated timeline is a potential result when working with projects involving the complex mix of issues and activities represented by site revitalization. The issue is compounded by the financial requirements typically associated with property revitalization projects focused on achieving return on investment. Again, full early participation by project team members from all disciplines in the planning phase is critical to success.
The myriad of issues to address along the pathway to revitalization will require detailed planning and scheduling to prevent costly delays and project failure. The project team should work diligently during the planning phase to identify key project milestones and all support activities required to achieve them on schedule. Particular attention should be paid to “critical path” activities. These activities represent those that impact the beginning or completion of some future activity. These activities should be carefully mapped out and scheduled appropriately.
Some examples of key project phases requiring scrutiny during the development of the project timeline include:
  • Development of the project team
  • Documenting the site in terms of regulatory and legal framework, cultural heritage, historic impacts of societal and climatic variability, and its role in natural systems
  • Encouragement of stakeholder involvement and documentation of input
  • Completion of a project objective plan and specific goals
  • A commitment to recycle should be made during the pre-planning phase
  • Development and implementation of a community involvement plan
  • Securing project funding
  • Completion of property assessment activities
  • Property acquisition
  • Negotiation with regulators and other officials and and obtaining associated approvals
  • Public bid processes for environmental and/or construction contractors
  • Anticipated or potential environmental cleanup activities
  • “Site closure” or a “no further action” certification from the regulatory agency(ies)
  • Decontamination and demolition activities (including reuse/recycling of materials), if necessary
  • Infrastructure design, reconstruction, and/or construction (including reuse/recycling of materials)
  • Permitting application process, approvals, and inspections
As you can see, identifying the key aspects of the reuse project is a critical tool to projecting time frames for completing the revitalization process.
