Model Projects are projects that had significant impact on the local economy, environment, and community were selected for SMARTe. The Model Projects provide information for SMARTe to make the important links between the environmental, economic, and social aspects of revitalization, including financing, cleanup, marketing, and long-term land reuse issues. The selection of revitalization sites to serve as Model Projects for SMARTe was based on primary and secondary selection criteria.

Both primary and secondary selection criteria were used in ranking and selecting candidate sites that were to be included as model projects for this program. The primary criteria involved a relative evaluation of the value and cost of the revitalization of the site and were used as threshold criteria to ensure that a range of different sites were included. The secondary criteria evaluated a range of site-specific characteristics again to allow the model project group to include sites addressing a variety of environmental, social, and economic considerations.
